General context of the project
The Libyan Crisis is the current humanitarian crisis and political-military instability occurring in Libya, beginning with the Arab Spring protests of 2011, which led to two civil wars, foreign military intervention, and the ousting and death of Muammar Gaddafi. The first civil war's aftermath and proliferation of armed groups led to violence and instability across the country, which erupted into renewed civil war in 2014. The second war lasted until 23 October 2020, when all parties agreed to a permanent ceasefire and negotiations. On 10 March 2021, an interim Government of National Unity (GNU) was formed. The GNU was slated to remain in place until the next Libyan presidential election. However, the election has been delayed several times since, effectively rendering the unity government in power indefinitely, causing tensions which threaten to reignite the civil war. By 2022, the humanitarian situation had improved leading to the UN planning for an exit in 2023 from its humanitarian response planning and coordination, moving towards a humanitarian/development/peace nexus, though challenges were anticipated and most vulnerable population groups were left without durable solutions (IDPs/returnees) and protection for people on the move (Migrants, Refugees and Asylum Seekers).
In September 2023, against the backdrop of the civil war, two dams collapsed in the city of Derna, in Cyrenaica, causing thousands of deaths. Libya counts 706,369 migrants (IOM, December 2023), and 59,242 refugees and asylum seekers (UNHCR, February 2024). Especially, since the eruption of the Sudanese conflict/civil war in April 2023, new mobility patterns are emerging: with a growing number of Sudanese refugees now heading to Libya and Tunisia. UNHCRs estimates the numbers at about 23.600 (Sudanese refugees that entered post April 2023). Anticipation is that we will reach about 50.000 by June 2024 and 75.000 by Dec 2024, is situation continues. However, Libya cannot be included in the regional response plan to the Sudan Crisis unless there are sufficient and clear data on the Sudanese refugees (post April 2023) currently in Libya.
INTERSOS has been working in Libya (all 3 regions) since 2018, in the sectors of WASH, Education, Health and Protection. INTERSOS runs 4 Community Centres in Libya in partnership with local partner CSOs, combining centre-based approach with outreach and community-based CP/community-led initiatives (micro grants for youth initiatives). INTERSOS and its CSO partners have networks of community volunteers available that can ensure quick mobilization and delivery for different project components, in addition to available trained staff/volunteers in the fields of protection (especially CP).
General purpose of the position
Support the Head of Mission in the development, definition and management of the mission program in accordance with INTERSOS strategies, plans and policies.
Lead the development of new concept notes and project proposals in collaboration with the Deputy Regional Director and Senior Management Team.
Supervise, coordinate, and provide quality support to Project Managers/Program Managers in order to develop and implement the program in the mission.
