General context of the project
INTERSOS is an independent international humanitarian organization that assists the victims of natural disasters, armed conflicts and exclusion. It operates in over 20 countries in the world. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, respect for diversity and coexistence, paying special attention to the most vulnerable people. In Yemen, INTERSOS has been operational since 2008, responding to the humanitarian needs of the conflict-affected population (IDPs, returnees, and host communities) as well as refugees, migrants, and asylum seekers, with a focus on multi-sector programming covering protection and livelihoods, shelter rehabilitation, WASH, and integrated health and nutrition interventions.
General purpose of the position
The Deputy Head of Program (DHOP) will ensure that INTERSOS projects in the North and South of Yemen are adequately resourced. The DHOP will lead and empower the project managers to ensure the timely implementation of all projects and the successful achievement of their objectives and targets, in full compliance with the relevant sector’s standards, as well as INTERSOS and donors’ policies and procedures. S/he will oversee the progress enable and oversee the monitoring and evaluation of the activities across the country.
Main responsibilities and tasks
Strategy and portfolio development:
Situation and scenario analysis: At least once a year, solicit and compile information and insights from PMs on the humanitarian situation (needs, gaps, challenges, resources, opportunities) in their respective geographic areas, analysing and documenting the findings and recommendations for them to feed into country-level situation analysis.
Management of personnel:
Recruitment: Timely initiate and/or participate in the recruitment of Project Managers and other project staff where gaps arise, to ensure the projects are adequately and timely resourced
Direction: Through a participatory leadership style,establish and communicate goals, objectives and related KPIs for the programme team, in full alignment with the mission strategic objectives
Line management: Lead the Project Managers and provide daily supervision and support, ensuring they are enabled to perform at their best bringing projects at successful completion, whilst adhering to INTERSOS values and SOPs, and ensure they receive regular feedback to improve, including through the Internal Review Process (IRP) tools.
Role model: Consistently promote high standards through personal example and acting as a role model with the team, so they understand and are motivated to embody the expected behaviours.
Capacity strengthening: Undertake continuous training and capacity strengthening for personnel under DHOP's direct supervision. Inspire the team and provide technical expertise.
Skillset needs: Support the Project Managers in the identification and deployment of the technical skill sets, resource levels and systems to deliver projects, including the engagement of external resources as required.
Programme management:
Resourcing projects: Ensure that - by the end of the first month - all projects have a staffing, a financial, a MEAL, and a procurement plan agreed with the relevant support departments/teams. Staying abreast of the resource requirements for all projects in the country portfolio and their level of priority, collaborate with the support department/teams to ensure that the plans are rolled out a timely manner and in accordance with internal and donor procedures, analysing challenges that may arise and agreeing on solutions jointly with them. Ensure all Staff Request and Purchase Requests are timely and orderly raised by the budget holders (ie. the Project Managers), taking direct action in the event the relevant Project Manager is absent.
Tracking of spending: With the support of Country Finance Coordinator, track spending, and supervise the PM’s in managing budgets in compliance with donor and INTERSOS guidelines, and support budget and programme revisions when needed.
Programme delivery and project reviews: Monitor programme delivery against work plans, lead regular and effective project reviews, and - when necessary - initiate project revisions.
Risk assessments: Ensure that project-related risks are assessed and managed.
Internal communication and coordination: Communicate with the programme team on the status of projects, their risks, and issues in an appropriate and timely manner, and - jointly with the Head of Operations - encourage regular and timely coordination among teams participating in project implementation, within single projects and across the portfolio.
External communication: Ensure timely communication and information flow on programme achievements to the Head of Programme, Grants, and project partners.
Reporting to donors:Guide and support Project Managers in preparing the first draft of narrative reports based on MEAL information, ensuring their timely submission to the Grants team in the Country Office with all necessary supporting documentation. Outputs require minimal input from the Grants team, and the internal deadlines are consistently met.
Accountability, compliance, and quality control:
Compliance: Through regular field visits to activities in all projects within the portfolio in the North and the South of Yemen, check project teams’ adherence to relevant internal and donor systems, policies, and procedures. According to the findings, support Project Managers in identifying solutions to identified shortcomings and challenges. Submit short reports of each field visit to the Head ofthe Programme and raise awareness of the challenges encountered in proposing solutions.
Progress tracking: Through the Project Appraisal Tool (PAT) (or equivalent instrument in use at INTERSOS) and based on a monthly review of the Journals, identify underachievement and underspending, flag them to the Head of Programmes, and provide the PMs with the guidance and necessary resources to put the project back on track.
Learning and improvement: Liaise with MEAL at the field level to ensure the MEAL plan is thoroughly rolled out for each project and that the ITT section of the Project Appraisal Tool (PAT) is filled out on a monthly basis, addressing any challenges and gaps when these arise.
Enabling solutions: Based on MEAL findings and own observation of project implementation, collaborate with the other members of the Senior Management Team to make sound recommendations and to provide the necessary resources for tackling challenges and for continuously improving activities, processes, and procedures.
Representation and partnerships:
Localisation: At the project level, ensure the signature of comprehensive, clear, and project-specific MOUs with local partners, and the follow-up on their correct and consistent application.
Sector-level representation: Oversee and ensure regular attendance and active contribution by PMs at sector/cluster meetings, in coordination with Technical Referents.
Acting up: Upon delegation of authority, act as Head of Programme when needed.
Required profile and experience
Education
BA in relevant field, Master in Business Administration or equivalent.
Professional Experience
Essential working experience of at least four years as project and (preferably) portfolio manager. Previous experience with INGOs in humanitarian contexts is considered a strong asset.
