The humanitarian and socioeconomic crisis in Sudan continued to deteriorate throughout 2025, leading to further collapse of services, deterioration of health facilities, food security, and nutrition among the population, and one of the biggest internal mass displacements in Africa’s history. Food availability is hampered by the current conflict, and price increases reduce access to food, medicine and other basic goods.

The number of people displaced by the conflict that started on 15 April 2023 continues to increase. About 13 million people fled their homes in Sudan, this includes about 10 million people displaced within Sudan and another 3 million people who fled abroad.

CESVI implements humanitarian operations in the country with a particular focus on protection and is currently focusing on the most affected areas, in particular in Red Sea State and Northern State.

Job Description

The Protection Specialist Manager is responsible for technical supervision of activities in the field, overseeing technical team, organising data and information, develop SoP and guidelines, and consolidating reports and inputs according to donor guidelines and policies. He also ensures the quality of the programme. In close coordination with the Project Manager and the INTERSOS and UPO team.

Roles and Responsibilities:

The Protection Specialist leads the technical implementation of protection activities in Sudan and contributes to:

Ensuring the implementation of activities is aligned with the objectives and expected impact, ensuring that CESVI and its partners achieve the expected results.
Ensuring the quality of protection assistance provided by CESVI staff and partners through the development of tools, training, and support for those involved in protection activities.
Applying protection principles in all program activities in Sudan.
Providing technical guidance on the implementation of protection activities, ensuring that project results and activities are of high quality and compliant with international standards.
Developing and implementing technical protection tools, including guidelines and Standard Operating Procedures (SoPs), in line with international standards and the national tools of the Clusters and AoRs.
Strengthen the capacity of consortium partners on issues such as Protection Mainstreaming, Child Safeguarding (CS), Protection from Sexual Exploitation and Abuse (PSEA), Case Management, and Community Protection.
Monitoring and evaluating the technical aspects of the project, recommending improvements to its implementation and future programming.
Supporting the Project Manager in developing narrative reports for donors, with a focus on protection activities and related indicators.
Overseeing the activities of local partners, providing technical guidance through field missions.
Representing CESVI and actively participate in Clusters, technical working groups, and other groups, at the request of the Head of Mission.
Supporting the implementation of needs assessments and context analyses in current or potential areas of intervention, liaising with national and local stakeholders to gather and document useful information for program planning through field missions.
Drafting and sharing evaluation reports to guide program implementation.
Providing input for the development of new project proposals and contribute to CESVI’s protection strategy.
Ensuring compliance with CESVI’s safeguarding policies and ensure the implementation of protection measures within their area of responsibility and across all project activities.
Acting as the PSEA and Safeguarding focal point in Sudan.
Conducting a local mapping of legal services, social welfare, and child protection mechanisms, including local referral procedures.
Conducting a preliminary assessment of potential safeguarding risks and review it periodically
Developing appropriate tools for communicating safeguarding risks and reporting mechanisms for children, adults at risk, and the community.
Evaluating local staff’s behavior against relevant ethical and regulatory standards.
Supporting the preparation of training and capacity-building workshops for project staff, partners, volunteers, and other stakeholders.

Essential Requirements

Degree in Social Sciences, International Law, Humanitarian Studies, or a relevant field, preferably with a specialisation or practical experience in protection and human rights, awarded at least 5 years ago.
Minimum 4 years’ experience in implementing protection activities in humanitarian or development contexts, preferably in vulnerable or at-risk countries.
Technical expertise in protection: In-depth knowledge of protection principles and approaches, including protection mainstreaming, child safeguarding (CS), protection from sexual exploitation and abuse (PSEA), case management, and community protection.
Experience in developing guidelines and operational tools: ability to develop technical tools for protection, such as guidelines, Standard Operating Procedures (SoP), and training materials for staff and partners.
Knowledge of international protection standards: Familiarity with international guidelines and principles such as those established by the Global Protection Cluster, UNHCR and the United Nations on protection issues.
Skills in designing and implementing monitoring and evaluation systems for protection, including analysing impact indicators and proposing improvements based on results.
Experience in training staff and partners, strengthening technical capacities in the management of protection activities and the promotion of safeguarding.
Experience in representing an international organisation at local and regional level, participating in clusters, working groups and coordination meetings.
Ability to collect, analyse and use data to inform programming and develop technical reports for donors, with a particular focus on protection indicators.
Knowledge of local regulations relating to protection, social justice and human rights, including the referral system for legal and welfare services, is considered an advantage.
Abilità a comunicare in modo chiaro e efficace, sia in contesti interni che esterni, con i donatori, con i partners, le comunità locali e le autorità governative.
Proven experience in managing challenges in complex environments and responding to emergencies, while maintaining programme quality and results orientation.
Fluent in English (written and spoken), knowledge of Italian will be considered an advantage.
Ability to manage priorities efficiently, work independently and deal with unexpected situations with a positive attitude.
Desirable experience in proposal writing and resource mobilisation from institutional donors including AICS, USAID-OFDA, DFID, WFP, ECHO and EU.
Excellent organisational skills and aptitude for working under pressure, meeting deadlines in dynamic and complex environments.

Desiderable Requirements

Proven working experience in Africa with INGOs
Previous experience with CESVI
HEAT Training or equivalent in personal security and security management

Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage.
