Working context
WeWorld has been present in the West Bank since 1992 and in Gaza since 1997 with a dual development and humanitarian mandate seeking new solutions to a long-standing crisis. The organisation has been active in the fields of WASH, Shelter, Protection, Economic Development, Health, and Education and is funded mainly by the European Commission, UN agencies, the Italian Agency for Development Cooperation and other cooperation agencies. WeWorld in Palestine has 5 offices (central office in Jerusalem and field offices in Gaza City, Ramallah, Hebron and Tubas).

As a response to the current hostilities, WeWorld in Gaza is engaged in a humanitarian intervention to support access to safe Water, Sanitation, and Hygiene (WASH) services and Shelter, addressing lifesaving needs. These aim to contribute to addressing the needs of Internally Displaced Persons (IDP) in different sites and hosting communities by promoting access to water, promoting a safer environment fostering personal and hygiene and sanitation solutions, as well as protecting people’s dignity.

Purpose of the Role
Under the line management of the Emergency Coordinator, the Deputy Emergency Coordinator will provide support in direct oversight and offer technical and strategic leadership for WeWorld’s emergency response in Gaza. The role includes supervising and managing the delivery of program activities and emergency funds. Additionally, the Deputy Emergency Coordinator supports the Emergency Coordinator and Country Representative in developing WeWorld's emergency program strategy, ensuring linkages and coherence with WeWorld protocols, standards, and procedures. The Deputy Emergency Coordinator will also assist in liaising and coordinating with all relevant stakeholders involved in the Gaza Humanitarian Response, as well as with relevant donors and local authorities. Collaboration and coordination with all members of the Emergency Response Team are integral aspects of the Deputy Emergency Coordinator's responsibilities.
Main functions and duties
Program Implementation
• Contribute to developing strategy, technical guidance and Standards of Procedures for the emergency response
• Assist the Emergency Coordinator on ensuring quality compliance with all donor proposals, budgets and donor reports related to Emergency response
• Ensure high technical quality program management of the emergency response
• In close collaboration with the Emergency Technical specialists, contribute to the development of strategic response activities plans
• Co-lead on proposal writing for emergency grants, and additional project top-ups related to emergency programming
• Support on ensuring compliance and adherence to WeWorld policies, guidance and procedures
• Assist the Emergency Coordinator in providing supervision, direction and guidance to Emergency team, including monitoring and evaluating the performances and identify development needs
Representation
• Ensure representation of WeWorld in relevant Sector/Clusters working groups and Humanitarian response platforms
• Support on represents the organization vis a vis the local authorities
• Participate in Donor and monitoring meetings under the guidance of the Emergency Coordinator
• Ensure visibility according to WeWorld Standards and Guidelines

Safety & security
• Acts in close coordination with Security Advisor and the Emergency Coordinator on the planning of movement, operations and activities
• Adheres to, and promotes, Safety, Security and Risk Policies, standards, plans and procedures and assist on ensures the emergency and local team follows security rules and procedures;
• Support the Emergency Coordinator and the Country Director on the development of emergency preparedness and contingency planning

Finance, Administration and logistics
• Supports the Emergency Coordinator on directing and coordinating with functional areas including but not limited to Human Resources, Finance, Procurement, Logistics to ensure the successful execution of the emergency program
• Assists in budget preparation and monitors emergency program operating and expenditures
• Performs other routine and emergency duties as required

Job Specifications
ESSENTIAL REQUIREMENTS
Qualifications and Knowledge
• An advanced university degree or equivalent in the field of Humanitarian Aid, Social or Political Science, Development Studies, International relations, Project Management
• Knowledge of main donors’ policies and procedures (ECHO, UN Agencies)
• Good computer skills, in particular MS Office package
• Fluency in English written and oral

Professional experience
• At least 4 years’ relevant working experience in humanitarian settings
• At least 3 years’ experience in Project Cycle Management for emergency programs and interventions
• Proven experience in project proposal writing and reporting.
• Good understanding of finance and logistics requirements in humanitarian settings
• Experience in Security Management

• Good communication and leadership skills
• Ability to perform under stress condition
• Capacity to work autonomously and in problems prevention/resolution

• Proven organizational skills and ability to effectively manage multiple tasks while fostering quality, team spirit and positive working relationships with colleagues

• Cultural, gender, religion, and age sensitivity and adaptability
DESIRABLE REQUIREMENTS
• Experience in WASH/Shelter
• Knowledge of the Arabic language, written and verbal
• Knowledge of Italian language, written and verbal
• Proven experience in project proposal writing


WHAT WE OFFER
Type of contract: a 3 (three) month + 3 (three) collaboration contract renewable subject to verification of the achievement of specific objectives (these objectives will be agreed together with the Country Representative upon arrival on assignment)
Economic conditions to be defined according to WeWorld Expatriates Compensation Policy: Base Salary (seniority/role held) + Contributions (role complex and hardship based on place of work; schooling, flights for children and insurance coverage for children)
Other conditions: Tax Treatment: equal tax treatment between Italian and foreign residents is guaranteed
Annual leave: 2,5 days/month (working days)
Flight ticket: one return flight every 12 months of contract
Health insurance: covered
