General context of the project
General context of the project: In the context of the Libya crisis, INTERSOS is providing quality services to respond to child protection and education needs in underserved and vulnerable areas in the Western Eastern and Southern parts of the Country. Main focus of the Libya program revolves around an innovative and community responsive approach, where community centres tackle the needs of the identified children and families through an integrated needs-based intervention.
INTERSOS started to work in Libya in 2018 and is currently present in the south (Sebha, Brak Al Shati, Qatrun), in the West (Grater Tripoli, Tajourah and Gaser benghashir) and in the East (Ajdabiya, Tobruk and Benghazi) of the country, intervening in the sectors of Education, Protection, Health and WASH.
Main objectives of the mission are:
Increase availability of and access to inclusive and integrated social and protection services and strengthen community-based child protection.
Multi-sector static and mobile services for children. INTERSOS established 3 multi-sector service centers, to provide child protection, education and health services to children and youth from 6 to 21 years old. The centers are operational in Tripoli, west of the country, in Sabha, in the south of Libya and in Ajdabiya, in the east of Libya.
To reinforce community ownership of social protection initiatives.
To contribute towards increased access to services for communities and households by improving health, education and social protection related community/public infrastructure.
In view of growing needs affecting displaced populations in Tunisia, the mission is actively positioning itself to be part of the response.
General purpose of the position
The Education Specialist is in charge to define, supervise and implement the education programme. He/She provides technical guidance and advice to education staff ensuring that specific components of the programme are delivered according to internal guidelines and in line with international standards and principles, in order to achieve mission’s goals effectively, according to INTERSOS vision and values.
Main responsibilities and tasks
Coordination and support:
Contribute to design the education strategy of the mission and provide technical support and assistance to its implementation
In coordination with the Programme Coordinator, support to contextualise and adapt internal and global guidelines, guarantying these are rolled out and known by staffs
Ensure cohesion and harmonisation of education activities and services across the different implementation sites within the mission
In coordination with the Project managers, deliver trainings and workshops to staffs to build their skills on specific education topics identified with them
Support the Project Managers to deliver trainings and workshops to non-education staffs to build skills and knowledge of education principles and best practices
In coordination with the Project Managers, assess education related needs and gaps of target populations in current and prospective areas of operations, periodically update the education situation analysis and inform the programme accordingly
Support the Project Managers in providing ongoing strategic education analysis and development of periodic trend reports (including aspects of conflict analysis, gender, and risk management) and lessons from programme experience to inform programme development, implementation and policy/advocacy work
Support the MEAL team in overviewing that education data is collected, archived, processed, analysed and disseminated in ethical modalities, in line with internal data protection protocols
Under the supervision of the Programme Coordinator, undertake regular field monitoring visits and provide support tools to monitor quality of programme implementation
Identify opportunities for new education interventions and support assessments and developments of new project proposals
Supervision and Staff Management:
In coordination with the Programme Coordinator, organise ad hoc education meetings with relevant staffs to share challenges and priorities and develop action plans to address them
Networking and Partnerships:
Maintain collaborative relations with relevant clusters and related working groups at national and/or field level
In coordination with the Programme Coordinator, ensure that main education concerns are brought to relevant stakeholders to advocate for respect of human rights and minimum protection standards
Network with Education Specialists of other missions to share best practices and resources

Professional Experience
Minimum of three years of relevant working experience in protection-related sectors, preferably within an INGO, and two years for higher education degree (Masters/LLM)
Professional Requirements
Experience in complex emergency setting involving internal displacements
Reporting skills, experience with monitoring tools and systems, data collection and analysis
Capacities in developing training program in specific thematic areas
Excellent computer literacy (word, excel and internet)
Languages
Fluency in English.
French and Arabic are considered a plus
Personal Requirements
Strong theoretical, technical and practical background in education
