Working Context

WeWorld has been working in Palestine since 1992, operating in the field of human rights, humanitarian aid and development to guarantee Palestinian communities access to basic services and available natural resources, in particular with regard to integrated service management, the strengthening of the integrated protection of the population and the enhancement of local socio-economic development in a sustainable and innovative way, with particular attention to the social and economic empowerment of women.

Over the decades, WeWorld has implemented several interventions funded by multiple donors: ECHO and EU, UN agencies as UNICEF and OCHA, as well as national agencies such as AICS, SIDA, GIZ, JICA, GFFO, FCDO, and others.

With a people-centred approach, the priorities are always identified together with the communities we serve, with a specific focus on a triple Nexus approach. The significant amount of data and analysis collected and elaborated by WeWorld in oPt inform the intervention of multiple agencies in-country. WeWorld is a member of the Global WASH Cluster and is part of all the clusters at national level: WASH (member of the Strategic Advisory Group), Education, Food Security, Shelter, Protection and Health. More recently, WeWorld has launched emergency operations and activities within Gaza to support the ongoing crisis.

Purpose of the Role

The Grants Officer will support the research, preparation, submission, and management of grant proposals and donor reporting primarily related to the Gaza Response Programme, ensuring alignment with WeWorld’s strategic objectives and donor requirements.

S/he will contribute to grant writing and reporting processes, working under the technical supervision of the Head of Gaza Emergency Operations and in close coordination with the Operations Manager, Project Managers, MEAL teams and other teams as needed.

In addition, the Grants Officer will support limited project management and reporting tasks for small Italian donors, contributing to cross-cutting programmes implemented across Gaza and the West Bank, ensuring coherence, compliance, and timely reporting.

The role requires strong writing, organizational, and coordination skills, with the ability to manage multiple reporting and proposal processes simultaneously, under supervision. Strong IT skills (including MS Office, research tools, and databases) are essential.

Main Functions and Duties

Proposal Development

Under the leadership of the Head of Gaza Emergency Operations, and with close guidance from senior staff, support grant proposal development and submission, including:

Supporting the identification and research of new funding and business development opportunities relevant to the Gaza response and cross-cutting mission priorities;
Contributing to proposal design and drafting processes, coordinating inputs from colleagues and departments, and ensuring alignment with donor requirements and internal strategies, under the oversight of the Head of Gaza Emergency Operations;
Drafting sections of proposals/LOIs, grant application narratives, and budgets, and collaborating with programme, finance, and operations staff to finalize submissions;
Supporting submission of grant applications through online portals or other required channels, and assisting in the maintenance of access credentials;
Supporting the maintenance of a master calendar of grants and related correspondence;
Supporting the updating of donor databases, including donor logs, funding opportunities, and submission deadlines for new and existing donors;
Supporting the maintenance of a library of grant support documents (CVs, bios, organizational documents, etc.);
Coordinating with the Advocacy and Communication Manager to support appropriate donor visibility and acknowledgment.
Coordinating with Grants Manager in the West Bank, for cross-cutting programs and proposals.

Grant Compliance and Reporting

Supporting the application of grants management SOPs and tools;
Tracking donor reporting schedules and requirements, with a specific focus on Gaza-related grants;
Supporting field monitoring of performance indicators and compliance checks in collaboration with the MEAL Department;
Contributing to the review and consolidation of contractual reports (progress, interim, and final), prepared by Project/Programme Managers and MEAL staff, under supervision;
Supporting the compilation of support documents (financial reports, indicators, success stories, annexes) and assisting with timely submission to donors;

Grants and Project Management Support

Supporting project kick-off processes;
Supporting internal briefings on donor requirements and guidelines for relevant departments;
Conducting periodic checks of project documentation and supporting proper archiving and filing by Programme/Project Managers;
Supporting the preparation of project amendment requests in line with donor procedures.
For assigned small Italian donor-funded projects, providing direct project management and reporting support cross-cutting programmes across Gaza and the West Bank;
For assigned small Italian donor-funded projects, supporting coordination between programme, finance, and MEAL teams to ensure consistency of narrative and financial reporting;
For assigned small Italian donor-funded projects, assisting in the consolidation of reports and documentation to ensure compliance with donor requirements while minimizing administrative burden on programme teams.

Statistics, Trends, Data Gathering, and Communication/Other

In cooperation with the MEAL Manager, supporting the collection of statistics, trends, and contextual data for grant proposals and reports;
Supporting basic data analysis and visualization for programme outputs, under MEAL guidance;
In coordination with the Advocacy and Communication Manager, supporting drafting of external communication materials related to donor-funded programmes and liaising with HQ Communication teams as needed.
The duties and responsibilities set forth above are not exhaustive and the role-holder may be required to perform additional duties requested by the Line Manager.

Job specifications

ESSENTIAL REQUIREMENTS

Qualifications and Knowledge

Master or equivalent in International Relations or relevant subject.
Deep understanding of the country context.
Fluency in English.

Professional experience

At least 1 year in humanitarian settings in a comparable context.
Strategic planning experience with strong analytical skills.
Representation experience with institutions and participation in coordination meetings.

Experience in large works contracts would be considered an asset.

Type of contract: a first 6 (six) months contract subject to verification (achievement of specific objectives); a second collaboration contract of 6 (six) months renewable, following the positive evaluation of the first period of collaboration
